Yu Narukami has moved from Tokyo to Inaba to stay with his uncle and cousin, while his parents are away on business. However, after a murder shakes up the sleepy town, things get even more crazy when he discovers the mysterious "Midnight Channel," and that he has the even more mysterious ability to enter TVs. Accompanied by his disbelieving friends, Yu discovers another world inside the TVs, that seems to be connected with the murder. They also discover the ability to summon 'Persona', their 'other selves', whose power they can use to fight the shadows that inhabit the TV world. The murders, the Midnight Channel, the world inside the TV, and Persona. Yu and his friends fight to figure out how they're connected, and to solve the case before it's too late.

Persona 4 takes place in a rural town named Inaba. There have been mysterious murders occurring whenever there was fog after heavy rain. There were also rumors about a channel on television airing only at midnight called Mayonaka TV, during which it is said that one can see his/her "other half" when staring at the TV screen. After hearing about a recent unsolved murder which occurred during the fog, the characters—Narukami, Chie, and Yosuke—discuss how each of them had attempted to watch the mysterious TV channel and witnessed the murder victim. The protagonist later realizes that during midnight when the channel is on, his body can phase into his television set as a gateway to enter another world infested with shadows. After discovering this, they all decide to explore. When first completely entering the world, dazed and confused, Narukami meets Teddie. Mayonaka TV and the town murders seem to have a connection. The murder victims may be merely victims of Mayonaka TV. Everyone decides that they will together try to solve the mysterious murders by exploring the hidden world of Mayonaka TV.

Persona 4 takes place in the fictional, rural Japanese town of Inaba, which lies among floodplains and has its own high school and shopping districts. Unexplained murders have taken place in the small town, where bodies are found dangling among television antennas and their cause of death unknown.[15] At the same time, rumor has begun to spread that watching a switched-off television set on rainy midnights will reveal a person's soulmate.[16] Following the rumor, a group of high-school students discovered a fog-shrouded world accessed through television sets infested with monsters called Shadows.[17] They also discovered each of their Shadow Selves, symbolizing their suppressed personalities. Confronting their Shadow Selves awakened their ability to summon beings known as Personas. Using Personas, the students formed the Investigation Team to investigate the connection between the TV world and the murders, and possibly capture the culprit.[18]
